Samer Khouli President and CEO

As founder and president of TargetCW, Samer is always working, learning or laughing up a storm with his employees, clients and contingent workers.  Prior to TargetCW, Samer Khouli was the president of a payrolling company from 1999 until 2010 when he left to start TargetCW. Samer has a bachelor’s degree from a local college in Bible. His continued education comes from his tenacity to learn everything about the industry he serves. For example, when he was frustrated with workers compensation, he went out and got his insurance brokers license so he could speak directly with the carriers, MGA’s, claims reps etc.

Aside from work, Samer loves to travel, he secretly plays video games and loves the afternoon nap.  You will regularly find him hugging, talking to or giving treats to his wonderful Boxer, Charlie. Lastly, is Samer’s passion to do something bigger and better with the life he’s been given. Samer spends lots of time involved with church activities, philanthropic events and helping people in need. At the core he believes if you have a successful business but don’t do anything to help people, you may achieve success, but you haven’t been significant.

Benjamin Jack VP of Sales

Benjamin Jack guides TargetCW’s marketing and sales teams as Vice President of Business Development. Prior to TargetCW, he was the top sales manager of a global contingent workforce company where annual revenue increase from $50 million to over $110 million in his 5 years of employment. He contributes a vast knowledge of US and international workforce solutions as well as a mindset for customer service orientated solutions. Mr. Jack has been with TargetCW since the founding of the company. Mr. Jack earned a bachelor’s degree from Northeastern University in Boston, MA. When not working or traveling, he volunteers as an ice hockey coach to continue with his love of a sport he’s played for numerous years. Like so many of his past coaches, he desires to give time and knowledge back to the game and athletes. He also has a passion for marine biology, SCUBA diving, snorkeling/free diving, and raising awareness for marine conservation.

Debbie Duguay VP of Staffing

Debbie began her recruiting career in 1988 successfully recruiting for administrative, accounting, and sales positions. In 1998, she opened a staffing agency in northern San Diego, and for five years she and her staff successfully served the recruiting needs of corporations throughout San Diego County. She merged her search firm with a global recruiting corporation in 2003, and was ranked the “#2 Recruiter in the Nation for 2006”, before joining the incredible TargetCW recruiting team. Debbie’s recruiting expertise spans a wide variety of industry specialties. She delights in thoroughly understanding her client’s recruiting objectives and effectively building client-for-life relationships. Debbie is an an active participant in such respected professional organizations as SHRM and AIRS, and non-profit organizations such as Susan G. Komen Walk for the Cure, Free Wheelchair Mission, and the American Heart Association.

Ryan Anning CFO

Ryan Anning oversees the financial management, planning and risks at TargetCW. Prior to this, he was employed as the Controller at a nationwide seafood distributor in San Diego, as well as handling all accounting activities at his family’s restaurants. Ryan has been involved in accounting and following GAAP procedures over the past 10 years, and obtained his Bachelor’s degree from Coleman University. In addition to working at TargetCW, Ryan enjoys volunteering at his daughter’s schools in the areas of fundraising and athletic coaching, and always finds time to take family trips to SeaWorld and Disneyland.

Richelle Arnold VP of Operations

As VP of Operations, Richelle oversees TargetCW’s entire Operation Department. Richelle has over 25 years of customer service experience which she draws upon to maintain the TargetCW philosophy of “Old Fashioned Customer Service”. Richelle has been with TargetCW since it began and takes pride in her part in creating a unique work culture and a happy workplace for our employees. She has been in the Human Resources field for over 8 years and achieved her PHR certification in 2008.

In her spare time, Richelle enjoys time with her family, reading, and cooking. She is the office Birthday-Treat-Maker who brings sinfully, delicious baked goodies for employee’s birthdays. She loves Facebook, Pinterest, and is passionate about finding a great bargain. Her BFF is a black and white lab mix named Roxy who enjoys long walks on the beach.
